If there is a feeling that resources are too tight, some people will feel demotivated by the possibility of failure. Others will buckle down and work harder, but not necessarily as accurately as normal, and conflicts may arise over sharing of scarce resources. If they keep working through, they may become progressively less productive as time goes by, and make more mistakes.
